What the Section 603 Certificate Application is for
Section 603 of the Local Government Act 1993 lets a council issue a certificate stating the amount (if any) of rates, charges and other amounts due or payable to the council for a parcel of land. Section 603(2) requires the application to be accompanied by the approved fee, which the Office of Local Government sets each year; councils may charge a separate fee for expedited processing. Conveyancers use the certificate to clear arrears and adjust rates at settlement. Blayney Shire Council's form, updated in June 2026 for the 2026/2027 fees, asks for the settlement date and for the parties to the sale, and lets you choose collection or email.

- You act for a vendor or purchaser of land in the Blayney Shire and need the rates figure for settlement.
- An owner, executor or lender needs written confirmation of what is owed to the council.

Common mistakes
- Rural land is often described by portion and parish; complete those fields as well as lot and DP so the council finds the right assessment.
- Give the settlement date so the council can prioritise if needed, and pay the urgency fee if settlement is close.
