What the Application for Certificate is for

This is the council's general request form for property certificates and searches. It covers a section 603 rate check under the Local Government Act 1993, drainage diagram searches, special water meter reads, outstanding health and building notices, dwelling entitlement checks and swimming pool certificates. Section 603 of the Local Government Act 1993 (NSW) lets a person apply to a council for a certificate stating the amount (if any) due or payable to the council by way of rates, charges or otherwise in respect of a parcel of land. The form says section 10.7(2) and 10.7(2) and (5) planning certificates must be applied for on the NSW Planning Portal, not on this form; only the 10.7 extra urgency fee is ordered here.

When you need it

  • You need a 603 rate check, a drainage diagram search or a special water meter read for a property in Liverpool Plains Shire.
  • You need a search for outstanding health and building notices, or a dwelling entitlement check.
  • You have lodged a 10.7 planning certificate on the NSW Planning Portal and want to pay the extra urgency fee.

How to fill it in

  1. 1

    Pay first

The form asks you to pay online before lodging, using the council's "Pay your rates and water" page and selecting Pay Other Bills. Note the receipt number.

  2. 2

    Applicant details

Give the applicant's name, postal address, telephone, email, the date, your reference and the receipt number from the online payment.

  3. 3

    Describe the property

Give the property address, the lot, section and DP, and the assessment number if you know it.

  4. 4

    Tick the certificates

Tick each certificate or search requested and write in the total fee payable. The 603 extra urgency option is for certificates needed within 24 hours and is subject to management approval.

  • Apply for 10.7 planning certificates through the NSW Planning Portal (planningportal.nsw.gov.au), as the form directs.
  • Each item has its own fee: check the council's current fees and charges.

Common mistakes

  • Put the online payment receipt number on the form. The form says payment must be made and the receipt number given before lodging.
  • Swimming pool certificates (including the inspection) and simple or complex dwelling entitlement checks are also ordered on this form.

Frequently Asked Questions

How do I get a 10.7 planning certificate from Liverpool Plains Shire Council?

Apply on the NSW Planning Portal. The council's certificate form says 10.7(2) and 10.7(2) and (5) planning certificates must be submitted there.

Why is a drainage diagram needed when selling?

The NSW Government's selling guide lists a drainage diagram among the documents that must be in a contract for the sale of land, so it is ordered from the council when the contract is being prepared. The guide says the contract must be prepared before the property is advertised for sale.
