What the Request For Certificates Form is for
This form (CT1, version 13) lists the property certificates Murray River Council issues: a council sewer diagram, section 10.7(2) and 10.7(2) and (5) planning certificates under the Environmental Planning and Assessment Act 1979, a combined Local Government Act and EP&A Act certificate, section 603 certificates under the Local Government Act 1993, and water meter readings, with urgent options. Section 603 of the Local Government Act 1993 (NSW) lets a person apply to a council for a certificate stating the amount (if any) due or payable to the council by way of rates, charges or otherwise in respect of a parcel of land. The council now takes these applications through its online Customer Portal, and the PDF is the 2024/2025 edition.
When you need it
- You need a 603 certificate before settlement on a property in the Murray River Council area.
- You need a planning certificate or sewer diagram to attach to a contract for sale.
- You need a special water meter reading to work out water usage since the last reading.
How to fill it in
- 1
Tick the certificates
Choose each certificate needed. The 603 certificate has a standard option (3-7 business days) and a 2 business day option. Urgent 10.7 service and urgent water meter readings are extra; for a water meter reading give the date required.
- 2
Site details
Give the assessment number, property name, unit number or rural address number, street number and street, town, parish, lots, section and DP or SP. The council says lot and DP numbers are needed to confirm the address.
- 3
Owner or vendor details
Give the owner's or vendor's full name, address and postcode.
- 4
Applicant details
Give the applicant's name, postal address, phone, mobile, email and reference, and sign. Add anything else relevant under Additional information.
Filing, lodging and service
- The council's current process is online: log in to the MRC Customer Portal, go to Applications, then Certificates, and choose the certificate. A special meter read is chosen as a certificate type within the rating certificate application.
- After you submit, the portal takes you to the PayNow gateway to pay. Council reviews the application and contacts you if more information is needed.
- For help, contact the council at admin@murrayriver.nsw.gov.au or 1300 087 004 (PO Box 906, Moama NSW 2731).
- Fees on the PDF are from 2024/2025: check the council's current fees before paying.
Common mistakes
- Each property number needs its own 603 certificate, and the council says the certificate is only valid for its date of issue.
- Water consumption only shows on a 603 certificate if water charges are outstanding, so order a special water meter reading if usage needs to be worked out.

Frequently Asked Questions
What is the difference between a 10.7(2) and a 10.7(2) and (5) planning certificate?
A 10.7(2) certificate gives the prescribed planning information: zoning, the planning controls that apply, and constraints such as contamination, flooding and bush fire prone land. A 10.7(2) and (5) certificate includes all of that plus advice from other authorities and other information the council holds about the land.
Does a Murray River 603 certificate show water usage?
Only outstanding water charges. The council says you need a special water meter reading to find out what has been used since the previous reading, and you can add it to the same online application.
