What the 1004 Section 603 Certificate Rates Application is for
Northern Beaches Council says a section 603 certificate under the Local Government Act 1993 advises the amount (if any) due or payable to the council by way of rates, charges or otherwise outstanding on a property. These are most often needed during a sale, and solicitors, real estate agents and members of the public can apply. Form 1004 is the paper application; the council also takes applications online.
When you need it
- You are buying or selling property on the Northern Beaches and need the rates position before settlement.
- You prefer to lodge on paper, by post or at a customer service centre, rather than online.
How to fill it in
- 1
Part 1: applicant details
Give title, first and last name, ABN (if any), address, postcode, phone, mobile, email and your reference.
- 2
Part 2: fees
The 2026/2027 edition lists a standard certificate only. Check the current fee with the council.
- 3
Part 3: property details
Give the rates reference, property or assessment number, the owners, house number, street, suburb and postcode, and the lot and DP or strata number. Sign the form.

- Online: the council's online self-service form lets you lodge and pay for a 603 application.
- In person: lodge and pay (cash, cheque or card) at a customer service centre in Manly (Town Hall, 1 Belgrave Street), Dee Why (Civic Centre, 725 Pittwater Road) or Mona Vale (1 Park Street).
- By post: send the form with a cheque payable to Northern Beaches Council to PO Box 82, Manly NSW 1655, allowing extra time.
- The council says processing usually takes 1-3 working days from payment. Help: council@northernbeaches.nsw.gov.au or 1300 434 434.
Common mistakes
- Use the rates or assessment number from the rates notice where you have it: it identifies the property directly.
- Use the current edition of form 1004 (2026/2027 at the time of writing) from the council's forms page.
