What the Certificates Application is for

The City of Sydney uses one paper form for its property certificates: section 10.7(2) and 10.7(2) and (5) planning certificates under the Environmental Planning and Assessment Act 1979, section 603 rates certificates under the Local Government Act 1993, and section 121ZP/735A certificates listing outstanding notices and orders. The City says it must issue 10.7 certificates on application. A 603 certificate shows the rates status of an address, and the City says a 10.7(2) certificate is based on the parent property only, not individual lots.

When you need it

  • You are selling property in the City of Sydney and need the planning certificate for the contract.
  • You are buying and need the rates status or an outstanding notices and orders search.
  • You prefer to apply by post or in person rather than through the online form.

How to fill it in

  1. 1

Part 1: one certificate per form

Tick one type: s10.7(2), s10.7(2&5), s121ZP/735A or s603. The 24-hour urgency fee applies to 10.7 certificates only. Choose delivery by DX, in person, email or post, and give the DX number or office if relevant.

  2. 2

    Part 2: applicant details

Give name, email, mobile and business number, company reference and address. A postal address and at least one phone number are required; the certificate is posted unless you choose another method.

  3. 3

    Part 3: property

Give the property address, owner, and lot, deposited plan or strata plan number.

  4. 4

    Part 5: declaration

Sign and date. You acknowledge that the City acts on the information given, even if it leads to the wrong certificate being issued.

Filing, lodging and service

  • Online through the City's online certificates service, or by mail to City of Sydney, GPO Box 1591, Sydney NSW 2001, or in person at Town Hall House, Level 2, 456 Kent Street, Sydney.
  • Urgent 10.7 applications (24-hour turnaround) are accepted only by post or in person by 3.30pm on weekdays.
  • The form says applications are processed within 5 working days of receipting; the City says a 603 certificate usually takes 1 to 2 working days from payment. Fees apply: check the City's current fees.

Common mistakes

  • The online application lets you order several properties and certificate types at once; the paper form is one certificate per form.
  • Check the details before you send the form: the City acts on the application and payment it receives, even if the instructions lead to the wrong certificate being issued.
  • Section 88G certificates (amounts payable under a public positive covenant) are not on this form; the City issues them only where it is the authority benefited by the covenant.

Frequently Asked Questions

What is the difference between a 10.7(2) and a 10.7(2) and (5) planning certificate?

A 10.7(2) certificate gives the prescribed planning information: zoning, the planning controls that apply, and constraints such as contamination, flooding and bush fire prone land. A 10.7(2) and (5) certificate includes all of that plus advice from other authorities and other information the council holds about the land.

How long does a City of Sydney 603 certificate take?

The City says usually 1 to 2 working days from payment. There is no urgency fee for 603 or 121ZP/735A certificates.

Can I get a section 88G certificate from the City of Sydney?

Only where the City of Sydney benefits from a public positive covenant on the land. Provide the section 88B instrument that creates the covenant when you apply.
