What the Property Search Request Form is for
Isaac Regional Council (Moranbah, Clermont, Dysart, Glenden, Nebo, St Lawrence and surrounds) uses this form for planning and building searches; rates searches have a separate Rates Search Request. Planning and development certificates are issued under section 265 of the Planning Act 2016, which gives council 5, 10 and 30 business days for limited, standard and full certificates. The form adds an urgent 15-day full certificate, and its notes summarise the content prescribed by schedule 23 of the Planning Regulation 2017. A building records search reports all building approvals for the property, approval and final inspection dates, and any outstanding building requisitions, from council's computer records and archive files, without inspecting the property.
When you need it
- You need a limited, standard or full planning and development certificate for a property in the Isaac region.
- You want the building approval history and any outstanding building requisitions for a house (Class 1 and 10) or commercial building (Class 2 to 9).
- You need a copy of a recent plumbing compliance, Form 16 or Form 21 certificate, an as-constructed drainage plan, a certificate of classification, building plans or a full building file.
How to fill it in
- 1
Applicant and property details
Give your name, postal address, phone, fax and email, then the lot on plan, assessment number and street address.
- 2
Planning information
Tick a limited (5 days), standard (10 days), full (30 days) or urgent full (15 days) planning and development certificate.
- 3
Building information
Tick copies of certificates, building records searches (standard or urgent for Class 1 and 10), as-constructed drainage plans, a certificate of classification search or a Class 2 to 9 records search.
- 4
Owner's authority for plans and files
If you are not the registered owner, or the owner or applicant is a corporation, attach one of: the owner's signed authorisation on the form, a settlement letter from your solicitor (a contract of sale is not acceptable), or written authority from an authorised officer such as a company director or body corporate chair or secretary.
- 5
Total, payment and signature
Add up the total, tick the box if you want an officer to call you to take a credit card payment, and sign and date the search request section.
Filing, lodging and service
- Lodge by email to records@isaac.qld.gov.au, by post to Isaac Regional Council, PO Box 97, Moranbah QLD 4744, or in person at your local Isaac Regional Council office.
- Timeframes start from the date council receives both the request and the fee. Working days exclude weekends, public holidays and council's Christmas and New Year close-down.
- Fees are printed on the form. Council's rates page links the current version, effective 1 July 2026.
Common mistakes
- No refund is given for an incorrectly made request, and a search cannot be cancelled once commenced. Check the lot on plan before lodging.
- A building records search is not proof that there are no requisitions or that a building fully complies with the building, sewerage and water laws and approved plans.
- A drainage plan shows only the infrastructure on the block. For council's sewer and water mains, council no longer does minor engineering searches and refers you to Before You Dig Australia (byda.com.au or 1100).
- Copies of plumbing compliance, Form 16 and Form 21 certificates are available within 2 years of issue.
